The centre was set up in Khanty-Mansiysk in March 2005 on the basis of the Ugra Research Institute of Information Technologies supported by the Federal agency for science and innovations of the Ministry of education and science of the Russian Federation and the Department of investments, science and technologies of the Khanty-Mansi Autonomous District – Yugra.

The major goals of our activity
- To assist in establishment of the national innovation system that will unite the needs and efforts of the state, science and business, enhance performance of state investments in research activity.
- To assist in establishment and development of the high-technological sector of economics of Yugra and the entire Russia by promotion of results of the Russian research developments to the market (change of export and industry structure to increase the share of science-intensive products).
- To enhance the performance of the subsurface management processes – rational and effective exploration of natural resources by implementation of advanced developments of the Russian innovation companies in operation of petroleum companies.
The Centre performs the following objectives in order to achieve the following goals:
- Setting up and providing proper functioning of new innovation companies.
- Providing serves of the technological broker.
- Assistance, arrangement and carrying out activities fro knowledge transfer:
- providing consulting services in the field of investment, innovation and legal issues (development of business-plans, technological and patent audit, consulting in intellectual property issues, etc.)
- teaching support (workshops, training-courses for researchers, students, business and public authority representatives)
- arrangement of communication activities (conferences, workshops, round tables, slide-shows, exhibitions, etc.) with participance of parties concerned: representatives of the research community, public authorities, business and mass media.
- Information-analytical activity: gathering, systematizing and analysis of data on research developments, implementation process of innovation projects, demand on new technologies. Summarizing and analysis of innovation companies and research communities’ activity
